In our data, the cheapest Dubai stays rated 4.0 or higher start at about 51 to 56 euros a night for two guests (Ramada by Wyndham Dubai Deira, Royal Ascot Hotel, Premier Inn Dubai International Airport Hotel).
Most pictures of Dubai show glass towers. But before the towers there was the Creek, a natural inlet where traders arrived by wooden dhow boats, and the neighbourhoods of Deira and Bur Dubai still show that older city: spice and gold souks, wind-tower houses in the Al Fahidi district and small ferries called abras that cross the water for very little money. You can see this side of Dubai in a day, and the cheapest rated stays in Deira start at about 51 euros a night.
